The Humans Rights Campaign, a nationwide organization of three million members, has named Dayton as a leader in passing LGBTQ-inclusive laws and policies that ensure all citizens and employees are treated as equals. These laws are being put into action at a city level, as the state of Ohio does not have statewide non-discrimination laws focused on LGBTQ-inclusivity.

Some of these new policies include health benefits and city services that have an LGBTQ focus, as well as new best practice policies on local non-discrimination laws.

How Dayton ranks compared to other states

The cities in Ohio got an overall average score of 87 out of 100 for having inclusive laws, policies, and services, according to the 2017 Municipal Equality Index (MEI). This is a significant increase over the national average of 57 points out of 100. Dayton is one of the select cities to score a full 100/100 points.

This MEI index looks at LGBTQ people who live and work in Dayton and uses a point system based on:

  • Non-discrimination laws
  • Municipality as an employer
  • Municipal services
  • Law enforcement
  • City leadership’s position on equality
  • Public position on equality
  • 44 different criteria total
